The silver wine funnel stand was invented towards the end of the 18th Century as the use of silver wine funnels became more common. They were designed to fit a wine funnel almost exactly, and stopped drips after use from coming into contact with table cloths or the table surface itself. As such, it would appear that these were originally commissioned and made for use with particular wine funnels, with later examples being more generic in size and allowing more usability.
